What Is a Tatzar Plan?

Plan registration, known in Israel as Tatzar (תצ”ר — תוכנית לצורכי רישום), is the formal surveying and registration of land subdivision plans at the Israel Land Registry (Tabu). Any division of a registered parcel into two or more independent lots — whether for sale, inheritance, construction, or statutory compliance — requires a licensed surveyor to prepare and register a Tatzar plan. A Tatzar defines the boundaries, areas, and registration details of newly subdivided parcels. Once submitted to the District Committee for Surveying and Mapping and approved by the Land Registry, the new parcels receive independent registration numbers (Gush and Helka) and become legally distinct units. Without a registered Tatzar, new parcels cannot be transferred, mortgaged, or independently registered — making this step essential for virtually any land transaction involving subdivision.
